- No relevant NZ models for replicating development nodes, particularly in areas charactised by low connectivity, remote towns/settlements and culturaly relevant community involvements
- No FLOSS authoring technologies focusing on content development for portable multimedia devices, especially with regards to culturaly relevant pedagogical approaches
- Virtually no work being conducted in NZ on the evolving e-framework reference models in relation identified e-learning tools.
- Shortage of local TEI knowledge and capability with regards to New Zealand interoperability specifications.
- Pan-sector collaboration on core e-learning infrastructure in New Zealand must be improved. eXe is an authoring technology that can be deployed accross the secondary and tertiary sectors.
